Aprobada a iniciativa de En Marea na prestación de Asistente Persoal para as persoas con diversidade funcional

A Vida Independente basease no valor de toda persoa, con dereito a decidir sobre a súa vida e á plena participación social, independentemente das súas condicións

O Parlamento de Galicia aprobou por unanimidade a proposta de En Marea na que se solicitaba avanzar na prestación de Asistente Persoal para as persoas con diversidade funcional incrementando no inmediato as contas económicas da mesma. Aprobouse así mesmo, avanzar nesta prestación no marco da Convención Internacional sobre o dereito das persoas con discapacidade. O último dos puntos aprobados da iniciativa de En Marea pedía trasladar ao Goberno do Estado a necesidade de mellorar a prestación, avanzando cara modelos que permitan a adaptación ás necesidades de cada individuo e que no marco do grupo de traballo do Imserso sobre a prestación de asistencia persoal, se estude a posibilidade de avanzar cara un modelo de autoxestión por parte das persoas usuarias.

A deputada de En Marea, Paula Vázquez Verao, salientou na súa intervención no pleno a necesidade de retomar a aposta do Parlamento pola filosofía da Vida Independente, como pide Vigalicia (Oficina da Vida Independente de Galicia) pasada xa unha década dende un acordo unánime que instou á Xunta a por en marcha un servizo de Asistente Persoal en Galiza como apoio para a vida independente das persoas con diversidade funcional que precisan axuda para as tarefas cotiás.

“A Vida Independente basease no valor de toda persoa, con dereito a decidir sobre a súa vida e á plena participación social, independentemente das súas condicións. Falamos de dereitos humanos; de que non se pode permitir que o corpo e a diferenza sirvan de xustificación para a desigualdade e para a limitación dos dereitos básicos, como e o exercicio pleno da cidadanía” defendeu a deputada de En Marea.

As persoas con diversidade funcional son “suxeitos” de dereitos, non “obxectos” de políticas de integración; son suxeitos, e como tal a sociedade debe tratalas, en lugar do enfoque asistencialista, o que as vitimiza, considerándoas débiles, pasivas, asexuadas… “En resumo, que as relega considerándoas “non cidadás” de pleno dereito ou, polo menos, cidadás que non poden selo en todas as dimensións da cidadanía. Falamos de cidadanía plena e de autonomía e liberdade individual” denunciou Paula Vázquez Verao.

A figura de Asistente Persoal é quen na súa xornada laboral facilita á persoa usuaria con diversidade funcional o desenvolvemento das tarefas da vida cotiá, que lle permiten desenvolverse autonomamente a todos os niveis, dende a vida laboral á cívica ou política. Así, as Asistentes Persoais proporcionan axuda para as actividades que as persoas con necesidades de apoio xeneralizado non poden desenvolver por si mesmas.

Sobre o papel, recoñecíase no Parlamento de Galiza hai dez anos a aposta pola filosofía da Vida Independente e a materialización da figura de Asistente Persoal; na práctica, a realidade foi que se deturpou o proxecto orixinal. A realidade actual da prestación non corresponde co modelo validado polas comunidades locais nin internacionais impulsoras desta figura, configurándose como unha axuda a domicilio estendida fóra do fogar, con horario de cobertura insuficiente para garantir a vida independente ás persoas beneficiarias.

Para garantir unha asistencia persoal plena con postos de traballo dignos, o mínimo deberían ser 60 horas semanais, pois coas 40 horas a persoa que precise asistencia para todas as súas actividades ha ter que quedar un día na cama. A concesión de horas non ten en conta os descansos das persoas traballadoras nin que en domingo a hora se paga o dobre. Para aquelas persoas que precisan asistencia todos os días da semana poder dispoñer de dúas persoas asistentes en condicións laborais decentes de salario e tempo de traballo, requiriríase un mínimo de 60 horas semanais.

Por parte da Xunta, sempre se alegou insuficiencia orzamentaria para aumentar a prestación. Así, o modelo actual é un tipo de Servizo de Axuda no Fogar, fronte á idea orixinal de apoio á inclusión activa na sociedade. O obxectivo da Asistencia Persoal é posibilitar os proxectos de vida da persoa con diversidade funcional; coa precariedade de horas actual non todas as persoas poden acceder aos estudos, traballo ou participación comunitaria que desexen. “Con pouco esforzo inversor, poderíanse cubrir as necesidades. É cuestión de modelo, non de cartos” asegurou Paula Vázquez Verao.

Trátase de considerar ás persoas con diversidade funcional como cidadás titulares de dereitos; suxeitos activos que exercen o dereito a tomar decisións sobre a súa propia existencia e non meros pacientes ou beneficiarios de decisións alleas como sinala a propia Vigalicia e destacou a deputada de En Marea na súa intervención no pleno do Parlamento.
