A moción consecuencia de Interpelación urxente sobre o proceso de reforma da Política Agrícola Común (PAC) que presentou En Marea, saiu adiante por 203 votos a favor, 5 abstencions e 133 en contra. 

O pleno do Congreso aprobou este martes a moción consecuencia da Interpelación urxente sobre o proceso de reforma da Política Agrícola Común (PAC) que está aberto no marco da UE, así como sobre a posición do Goberno e as negociacións respecto diso, que presentou En Marea.

A iniciativa saiu adiante por 203 votos a favor, 5 abstencions e 133 en contra.

“Non escoitamos nada innovador do Goberno en relación ao proceso de reforma da PAC. Precisamos un debate non só coas organizacións e sectores interesados, senón tamén en ideas e propostas”, sinalou o deputado e voceiro da Comisión de Agricultura, Antón Gómez-Reino.

“Hoxe escoitamos á Ministra Tejerina dicir que Partido Popular é o partido do campo e da agricultura. Máis ben é o partido da pobreza no campo e da destrucción de explotacións gandeiras”, engadiu.

O parlamentario insistiu en que “non escoitamos nada innovador do Goberno en relación ao proceso de reforma da PAC. Precisamos un debate non só coas organizacións e sectores interesados, senón tamén en ideas e propostas.”

Por este motivo, o obxectivo desta proposta é que nas negociacións que se inician sobre a Reforma da Política Agraria Común “se manteña unha posición firme en defensa do orzamento agrario, rexeitando sen autorización do Congreso dos Deputados, os acordos que supoña unha redución dos fondos agrícolas e que integre os seguintes principios, entre outros:

– A defensa do Modelo de Produción Agropecuaria familiar, social, sostenible e de pequena e mediana escala.
– A defensa do Medio Rural a través dunha Política de Desenvolvemento Rural máis forte e equilibrada no seo da estrutura da PAC, cun fortalecimiento da metodoloxía participativa do desenvolvemento rural, e con novos instrumentos adecuados aos retos do medio rural, entre os que destaca a loita contra a despoblación e mellóraa da calidade de vida no medio rural.
-A profundización e o fortalecemento dos mecanismos que permitan a transición a un novo modelo de produción agropecuaria acorde cos obxectivos de loita contra o cambio climático, priorizando os sistemas, modelos, prácticas e producións sostenibles.
-O fortalecemento das Medidas de Regulación de Mercados, fortalecendo a posición dos produtores na cadea de valor, creando novos instrumento de estabilización de prezos, integrando propostas de transparencia e xustiza da cadea alimentaria con mecanismos eficaces de actuación ante as crises constantes de prezos, e que permitan reactivar o principio de preferencia comunitaria nestes contextos.

Ademais, apróbase apostar por un novo modelo de xestión de axudas directas orientadas ao sostemendo e apoio ás rendas agrarias das explotacións pequenas e medianas, profesionais e ligadas ao territorio que manteñen vivo o medio rural.

“Queremos unha distribución xusta das axudas, e condicionadas por factores sociais, ambientais e económicos e que establezan un límite claro e significativo no monto a recibir, queremos asegurar a cuestión xeracional para que sexa outra prioridade mediante o establecemento de novos e máis comprometidos incentivos para a incorporación de mozas á agricultura”, asegurou o deputado.

Esta iniciativa tamén contempla a adopción de medidas encamiñadas a fortalecer o papel das mulleres tanto no sector agropecuario como nas estratexias de desenvolvemento rural, que rompan as brechas de xénero.

Este grupo quere que as posturas e propostas que se presenten no proceso de negociación conten coa máxima participación do conxunto dos actores sociais e económicos implicados, polo que se propón a creación dunha Subcomisión no seo da Comisión de Agricultura, Alimentación e Medio Ambiente que dea seguimiento ao Proceso de Negociación da Reforma da PAC e que as posicións defendidas polo Goberno español durante o proceso de negociación da Reforma da PAC, incluído o seu voto final no Consello da Unión Europea, “sexan sometidos previamente a debate e aprobación polo Congreso dos Deputados”.
