O voceiro de En Marea, Luís Villares, baseou o apoio do seu grupo á Iniciativa Lexislativa Popular sobre os dereitos lingüísticos en galego nunha serie motivos fundamental destacando que este proxecto de Lei o que busca garantir o dereito pleno ao exercicio da oficialidade lingüística en Galicia no eido socioeconómico.

“Trátase en consecuencia de regular o acceso da cidadanía aos bens de consumo en plena liberdade e igualdade lingüísticas, é dicir, con garantía de que poderán facelo na lingua oficial que decidan” asegurou.

Esta pretensión defendeu é totalmente coherente co réxime xurídico-lingüístico do noso país, e pretende facerse equivalente ao que no conxunto do Estado existe para o castelán en territorios onde esta é a única lingua oficial. Quérese con isto salientar que o que prevé a norma para o castelán é a necesidade de que as entidades comerciais ofrezan a posibilidade de relación en castelán e podan desenvolverse cos/as consumidores/as nesa lingua, sen prexuízo de que se queren podan optar por outras diferentes.

O primeiro dos motivos para apoiar o texto lexislativo é que desenvolve a nivel legal a previsión estatutaria de oficialidade lingüística. En segundo lugar é unha medida de desenvolvemento da CELRM, lexislación internacional ratificada polo Estado. Inclúe a lexislación de consumo, básica estatal e galega facendo referencia aos dereitos das persoas consumidoras a poder usar calquera das linguas oficiais da Comunidade Autónoma de Galicia de acordo co previsto no ordenamento xurídico. Así mesmo recolle que a Administración autonómica incentivará a utilización da lingua galega na oferta de compra, na información de carácter fixo e documentación, nas relacións entre os consumidores, e destes cos ofertantes. A norma polo tanto contribúe a ampliar dereitos á cidadanía sen reducir os das empresas, garantindo ao tempo a liberdade.

Outro dos motivos é que non se prohibe o emprego de ningunha lingua á empresa e ao mesmo tempo garánteselle á cidadanía o dereito a ser atendido na lingua oficial da súa elección. A norma só vela para que a cidadanía galega dispoña os servizos en galego para quen queira exercer a opción lingüística de empregar esa lingua.

O voceiro de En Marea sinalou ademais que a ILP é garantía material da liberdade lingüística asegurando a efectividade dos dereitos proclamados formalmente pero que non tiveron aínda unha plasmación real nas relacións de consumo.

Busca garantir todo o proceso de formación e execución libre da vontade lingüística, nas mesmas condicións que a lexislación estatal asegura para o castelán.

Villares destacou a necesidade de admitir como unha realidade incuestionable que  as organizacións sociais e o tecido asociativo do país deben ser chamados polo Consello Galego de Consumidores e Usuarios a participar na creación dunha nova cultura do consumo responsable e solidario tal e como vén facendo a Irmandade Galega de Agroalimentarios e Adegueiros aras a que cada vez sexan máis os sectores sociais que interveñan na galeguización da economía. “Podemos ter lexislación que garante o exercicio dos dereitos lingüísticos, pero se non temos unha cidadanía que demande os mesmos a norma non terá eficacia” asegurou.

O voceiro de En Marea quixo facer un recoñecemento a entidades como o Foro E. Peinador e á Irmandade Galega de Agroalimentarios e Adegueiros no pleno, porque “é de xustiza, porque levan asumindo e presumindo de galeguidade durante décadas”.
