SOMOS CAMBADOS quere denunciar publicamente como o Partido Popular de Cambados demostra a súa falta de ética na contratación da empresa que administra o Dominio da Páxina web do seu candidato, www.luisaragunde.es, que esta xestionado pola empresa Contalocal, S.L.
Contalocal, S.L. é unha empresa que, segundo consta nos reparos da interventora municipal de Cambados nunha das contas desta lexislatura, no exercicio 2012, está contratada polo concello para o mantemento informático da entidade mediante un contrato que non cumpre a lexislación vixente, xa que no propio reparo da interventora di textualmente: “No que atinxe ás facturas de Contalocal (mantemento equipamento informático e soporte contable xaneiro/2012) …… trátase de contratos de servizos nos que a súa facturación anual non superan o límite do contrato menor. Así o artigo 138.3 do TRLCSP establece que «terán a consideración de contratos menores os de servizos cando a súa contía sexa inferior a 18 .000 €». Sen embargo, tendo en conta o disposto no artigo 23.3 do TRLCSP «o contrato menor non poderá ter unha duración superior a 1 ano nin ser obxecto de prórroga», tales contratos, pola súa duración, non resultan encaixables dentro da figura do contrato menor, polo que debe procederse a corrixir dita situación, debendo tramitarse o correspondente procedemento contractual, para que deste xeito non se prexudiquen os principios de publicidade, obxectividade e concorrencia que deben presidir a contratación pública.”
O que nos chama a atención é a estraña coincidencia nos datos do dominio tanto da web do concello, www.cambados.es como na do Candidato do Partido Popular www.luisaragunde.es xa que, segundo a páxina do Ministerio de Industria, Enerxía e Turismo, a conta de correo electrónico da persoa de contacto técnico resulta ser a mesma, “programacion@contalocal.com”. Por iso pedimos que tódolos contratos desta empresa co Concello de Cambados se fagan públicos.
Dende Somos Cambados entendemos que non se debe contratar unha empresa de forma irregular no Concello, desatendendo un informe da interventora municipal, cando, pola duración do servizo contratado, a lei require un concurso público. O Partido Popular parece non ter reparos á hora de incumprir a Lei de Contratación do Sector Público, omitindo as indicacións da interventora ao manter un contrato que non cumpre a lexislación. Este contrato debería sacarse a concurso público, para que calquera empresa poida presentarse, e non seleccionar a dedo unha empresa afín aos intereses do Partido Popular. Empresa que, casualmente, tamén realiza o servizo de promoción e mantemento do dominio da páxina web e do seu candidato á Alcaldía, un feito que non consideramos ético.
Esta empresa non só xestiona o dominio web do candidato do Partido Popular senón que tamén publicitou o vídeo promocional da anterior candidatura do PP. Ademais de publicitar vídeos promocionais do Concello de Cambados. Os seus acordos comerciais co Concello de Cambados comezaron fai xa uns anos, como se pode comprobar nunha nova do 05/05/2005 na que os técnicos desta empresa explicaban xunto coa daquela Tenente de Alcalde do Concello de Cambados, Rosa Oubiña, como se estaba a facer un novo sistema de comunicación interna dentro do Concello, do cal o máis importante ia ser: “extender determinados servicios a través de la página web. “Está previsto que cualquier ciudadano pueda realizar determinados trámites a través de la que será la nueva página oficial del Concello. «Poderase consultar información, pagar recibos e consultar actas», explicó la teniente alcalde, Rosa Oubiña”. A dia de hoxe, dez anos despois, estes servizos aínda non están habilitados na web municipal.
