A plataforma veciñal Somos Cambados elaborou un programa de goberno de “50 medidas para cambiar Cambados”, no que se establece como prioridade axudar aos veciños e veciñas que o precisan, a través dunha serie de medidas de actuación e promoción social. Nestes tempos de crise, non se poden entender este tipo de medidas sociais limitándoas á prestación de “caridade”, cando hai moitas familias que non teñen recursos para pagar recibos e impostos municipais ou teñen problemas para chegar a fin de mes.
Dende SOMOS CAMBADOS apostamos decididamente por garantir que todas as familias de Cambados conten con recursos suficientes para levar unha vida digna. Entendemos que a principal medida do noso Programa de Goberno vai ser reforzar a área de atención social do Concello, non só aumentando a partida de persoal, senón dotándoa de recursos e axudas directas ás familias e institucións. Queremos que se dea unha boa atención aos veciños que precisan acudir a esta área, aínda que entendemos que é excesivo que os custes laborais supoñan o 60 % do gasto, como aconteceu no exercicio 2013.
No noso Programa de Goberno acordouse destinar como mínimo o 12% dos recursos orzamentarios do Concello a políticas de Atención Social directa ás persoas (isto dependerá do orzamento de cada ano, pero no 2015, cun orzamento de case 8.000.000 €, falaríamos de dedicar 960.000 € á atención social). Estes recursos non verían de aumentar os ingresos a través da carga impositiva, senón da racionalización de gastos en outras areas.
Con eses fondos, imos establecer unha Axuda económica directa destinada a familias en situación de risco de exclusión social. O obxectivo é garantir uns ingresos mínimos para facer fronte ás necesidades básicas da familia e aos servizos esenciais. Tarxeta moedeiro para compra de alimentos, pago de recibos da Luz, Auga, Sumidoiros, Lixo, IBI… Esta prestación estaría xestionada e supervisada polos Servizos Sociais do Concello, e concederíase vinculada a unha serie de requisitos e situacións de carácter especial.
Ademais, queremos instaurar unha Bolsa de axuda económica para acceso a estudos básicos, medios e superiores ou universitarios, destinada a persoas con poucos recursos. De xeito que os rapaces e rapazas de Cambados que cumpran os requisitos para recibir unha beca non queden sen ela por falla de fondos públicos.
Tamén consideramos preciso potenciar a creación de Fogares dos maiores, adaptando para o mesmo locais públicos sen apenas uso, como a casa mariñeira de San Tomé, o Muíño da Seca, a Casa da Pastora ou as Escolas Unitarias de Vilariño, en colaboración coa Xunta de Galicia, dotándoas de medios e persoal especializado para que cubran o lecer dos nosos maiores. Ademais crearemos unha Bolsa de Vivenda en Aluguer, con axudas para as persoas que sofren violencia de xénero, desafiuzamentos, risco de exclusión social e tamén para os mozos e mozas que queiran emanciparse.
Por último, cremos imprescindible na atención sanitaria promover a realización de melloras no Centro de Saúde e dos servizos que se prestan no mesmo, en especial da atención pediátrica en Urxencias, e adquirir un vehículo habilitado para ser utilizado por dependentes e maiores nos seus desprazamentos ao Centro de Saúde e ao Hospital do Salnés.
